Issue: Siteminder Installation on IIS7.0/Win 2008

One of my customer is facing with siteminder installation on 64bit Windows 2008 w/IIS 7 on a VSI node. The error in the form of alert that reads out something like this:

Unable to create file:
%SystemDrive%\inetpub\wwwroot\web.config

First look on this error, what it appears to me is something to do with the permission, but customer has confirmed that there is nothing wrong with permission at all.

Please assist, I have also attached the installation logs

Maybe run through the steps there to see if that resolves the issue.

I compared the setup as per the guidelines in the blog but nothing appears to be wrong. There could something else missing not sure.
