According to the platform support matrix, the only supported web agent on SUSE 11 is QMR6 CR2 or higher.  In addition, it is only supported for IBM HTTP Server 7.0. So, even if you can get this working I would not recommend it.  You will…

Ideally, the shutdown sequence should be   1. WebServers / WebAgents 2. Policy Servers 3. Policy Stores   and the order for startup is exactly the reverse of what is mentioned above.

Its basically a virtual link that is handled internally by the agent so the file doesn't exist. You just need to configure the value.

Check to see if you have set the cookie provider URL in the webagent configuration. Do a search in the Web Agent Guide for 'cookieprovider'
